Attendance was mandatory for all the tribes that had signed Sign_agreement treaties with the Confederate States government—Creek , Choctaw , Chickasaw , Seminole , Cherokee , Shawnee , Delaware , Wichita , Comanche , Great Osage , Seneca , and Quapaw .
